I seem to remember that Hart Cellar actually decreased Latin American immigration by a lot. Wasn't it wide open before then?

Technically open, but relative few came because qualitative restrictions remained (literacy, health, public charge rules, border controls). Bracero program also

relieved a lot of pressure.
